About the Department


Background

The Greene County Adult Probation Department was created under the jurisdiction of Ohio Revised Code §2301.27 and under the auspices of the Greene County Common Pleas Court.

The department is a highly-effective organization with integrity and high standards and is staffed by dedicated professionals who hold true to the values of professionalism, integrity, and public service.

Mission

As a functional component of the Greene County Common Pleas Court, it is the mission of the Greene County Adult Probation Department to actively support the Common Pleas Court, to implement the dictates of the General Division Judges, and to help provide for the public safety of the citizens of Greene County. Within this context, and in accordance with the departmental values of "Professionalism," "Integrity," and "Public Service," the Greene County Adult Probation Department has six specific missions:

  1. Provide factual, non-bias information and professional recommendations to the Court for sentencing determinations and other judgment actions;
  2. Provide accurate, professional Court documents to the Judges for sentencing determinations and other judgment actions;
  3. Provide for public and victim safety through active supervision of sentenced, adult, felony offenders placed on Community Control;
  4. Provide assistance to crime victims due compensation by the monitoring of Court-ordered restitution payments by offender placed under departmental supervision;
  5. Provide monitoring of individuals progress in Court-ordered treatment programs and overall rehabilitation of the offenders placed under departmental supervision; and
  6. Provide safe, meaningful community sanctions for appropriate sentenced, adult, felony offenders, in coordination with and support from local and state criminal justice officials/agencies/institution and local community-based support and treatment providers/agencies.

Purpose

In accordance with its mission, and as a functional component of the Greene County Common Pleas Court, it is the purpose of the Greene County Adult Probation Department to directly assist the Court with the sentencing and supervision of adult, felony offenders. This is accomplished through the following general actions:

  1. Conduct background investigations and compile criminal histories on offenders indicted by a Greene County Grand Jury;
  2. Provide sentencing recommendations to the Court;
  3. Prepare sentencing and other judgment entries for the Court;
  4. Provide for public and victim safety through the active supervision of sentences, adult, felony offenders placed on Community Control and placed under department supervision;
  5. Fund, establish, and provide presentence offender supervision, special offender supervision, regular offender supervision, an intensive supervision program, and a residential drug treatment/behavior modification program to meet the needs of the individual offenders, as appropriate;
  6. Monitor individual offender progress in Court-ordered programs, and provide reports to the Court;
  7. Promote and assist with the overall rehabilitation of offenders by closely monitoring offender behavior;
  8. Counsel when necessary, and make referrals to appropriate programs and agencies as necessary;
  9. Network and link offenders with appropriate agencies and services, thereby promoting rehabilitation;
  10. Promote a general sensitivity for crime victims and for their issues and concerns;
  11. Monitor restitution due to victims, and when necessary, urge offenders to make required payments;
  12. Monitor and urge the payment of court costs, fines, and supervision fees per the order of the Court;
  13. Conduct investigations of Community Control conditions violations, and hold offenders accountable when they fail to abide by the conditions per the order of the Court;
  14. Make recommendations for further sanctions and/or revocations of Community Control, as necessary;
  15. Make recommendations to the Court for the successful or unsuccessful termination of Community Control as appropriate.

Jurisdiction

The Ohio Revised Code, §2301.27, authorizes a Common Pleas Court to establish a county department of probation. Pursuant to the code, the Common Pleas Court of Greene County, Ohio established the Greene Count Adult Probation Department as a functional component of the Court. The Court has appointed a Department Director and has appointed a number of Probation Officers and support staff sufficient to perform the functions of the department. The Court also determines the funding for the departments and fixes the salaries for the probation staff. Furthermore, the authority and jurisdiction of the department and its probation officers come from the Ohio Revised Code and from the jurisdiction of the Court.
