SOLID WASTE MANAGEMENT DISTRICT

In 1988, as a result of House Bill 592, The Greene County Board of County Commissioners formed, by resolution, the Greene County Solid Waste Management District.  The District is managed out of the Environmental Services Division of the Greene County Sanitary Engineering Department.  The Greene County Solid Waste Management District Director is Dana Storts.  Each Solid Waste Management District in Ohio is required to prepare a Solid Waste Management Plan (SWMP) that demonstrates compliance with the goals established by the State of Ohio's Solid Waste Management Plan (listed below).  In addition, the SWMP must be ratified by the majority of jurisdictions with the District and the plan must be reviewed and approved by the Ohio Environmental Protection Agency.  For more information on  Solid Waste Management Districts, click here www.epa.state.oh.us/dsiwm/pages/swmdc.html.

STATE SOLID WASTE MANAGEMENT PLAN GOALS

Ensure the availability of reduction, recycling, and minimization alternatives for municipal solid waste (also known as the "Access Goal").
Reduce and/or recycle at least 25 percent of the residential/commercial solid waste and 50 percent of the industrial solid waste generated by each Solid Waste Management District, and 50 percent of all solid waste generated statewide by the year 2000.  The industrial waste reduction and recycling goal increases to 66 percent upon codification of the 2001 State Solid Waste Management Plan (expected in 2006).
Provide informational and technical assistance on source reduction.
Provide informational and technical assistance on recycling, reuse and composting opportunities.
Strategies for scrap tires and household hazardous waste.
Annual reporting of plan implementation.
Market development strategy.
Evaluate the feasibility of incorporating economic incentives into source reduction and recycling programs.
